Rinse the bell peppers, remove the seeds and chop them into thin strips. Divide the strips into halves, if they're too long the appetizers will fall over.
Slice the tortillas into strips, not too thick. It's optional to remove the ends, to create a straight edge. Coat the tortilla strips with a layer of herb cream cheese and add a few strips of red-yellow-green bell peppers at the end.
Roll it up and make sure the bottom is straight so they can stand up straight. Because of the cream cheese it will stick together, if they open again you can add a bit more cream cheese at the end or use a small skewer.
